The Targeted Case Management of Baltimore City is an intensive System of Care and Wraparound initiative managed by Wraparound Maryland, Inc. Basic eligibility requirements are citizenship in Baltimore City and a certain diagnosis level.
The Public Safety Compact provides incarcerated, non-violent offenders early case management and substance abuse treatment so that they may be released on a specialzed parole program that will continue under the same case managment for seamless service provision. This high level state program is managed by The Safe and Sound Campaign of Baltimore City.
